The Program of Cooperation with the Serbian Scientific Diaspora – Joint Research Projects – DIASPORA 2023 (hereinafter: the Program) aims to support basic and applied research in all fields of science.
The objectives of the Program are: Improving scientific excellence and relevance of research in Serbia by establishing connections with researchers from the Serbian diaspora using their competences and support through joint projects in the country and abroad, as well as the development of international cooperation, transfer of knowledge and technology, and inclusion of the scientific diaspora in scientific research and innovation work in the Republic of Serbia. There are no pre-defined topics for projects within the Program.
The DIASPORA 2023 program enables researchers to define common research goals, form new teams, and collaborate with scientific research organizations in Serbia and around the world.
The expected outcomes of the projects include new scientific discoveries, methodologies, intellectual property, innovations, and the promotion of investment in the scientific system of the Republic of Serbia. Results are presented through scientific publications and the publication of collaborative scientific papers, patents, the development of new services, product development, and commercialization, technology transfer, intellectual property, preparation and submission of joint project proposals to the programs of other science funds or potential sources of funding for scientific research.
The project aims to facilitate further development of the research goals defined in the project proposal and establish the foundations for long-term collaboration with researchers from the diaspora, foreign experts, and foreign scientific and research organizations.
Project applications for this public call must be submitted in electronic form exclusively, no later than March 28, 2024, at 3 p.m. Central European Time, by filling out the project application form using the Portal of the Science Fund of the Republic of Serbia.

Financing for the Program is provided by the Republic of Serbia (Ministry of Science, Technological Development and Innovation), through a World Bank loan with implementation support, and the European Union, through a grant contribution. The activities are part of the “Serbia Accelerating Innovation and Growth Entrepreneurship Project” (SAIGE Project), dedicated to strengthening innovative entrepreneurship and scientific research.
